Lee Sing Pan is born in 1969 in Pengerang, Johor in Malaysia. He holds a Diploma in Graphic Design and Diploma in Fine Art from the Nanyang Academy of Fine Arts in Singapore.

He is a member of the Singapore & Malaysia Watercolour Society. He actively participates in art exhibitions in Singapore & Malaysia including the following 2 solo exhibitions:
• “Wan Wang Road” at SJK(C) Yok Poon in 2017
• “A Feeling of Unwinding” at FGS Hsingma Si in 2023.
